Matt Earl is an associate attorney specializing in healthcare law, with a practice dedicated to advising clients on regulatory compliance, strategic business matters, and defending against civil and criminal investigations. He represents hospitals, durable medical equipment (DME) companies, device manufacturers, pharmacies, and other healthcare providers, offering practical counsel as they navigate the complex and ever-evolving federal and state regulatory landscape.

Matt regularly assists clients with developing and implementing compliance programs, conducting internal audits, and responding to government inquiries and investigative demands. He also provides strategic guidance on structuring business arrangements to mitigate regulatory risk and ensure compliance with healthcare laws, including Medicare and Medicaid rules, the No Surprises Act, the Stark Law, Anti-Kickback Statute, HIPAA, the Affordable Care Act, and various other federal and state laws.

Matt also represents healthcare entities facing enforcement actions, including federal and state investigations involving allegations of fraud, billing misconduct, and regulatory violations. He has experience defending clients in matters involving the Department of Justice (DOJ), the Office of Inspector General (OIG), and state attorneys general. He has demonstrated success assisting clients defend qui tam lawsuits filed under the False Claims Act and defend civil and criminal investigations. He regularly assists clients as they navigate other federal and state fraud investigations and payer audits. Matt is well-versed in issues that arise throughout healthcare providers’ revenue cycle, including coding and billing issues, and reimbursement disputes.

Prior to joining the firm, Matt worked in the Civil Litigation Division of the Utah Attorney General’s Office, where he defended state agencies and employees in civil rights, torts, and employment litigation matters.

Matt is based in Utah. He and his wife, Hayden, have one son. They are avid sports fans and enjoy music, exploring the outdoors, and playing tennis and golf together.
